Job Title: Program Manager
Reports to: Executive Director
Position: Part Time
Program Manager Job Objective:
The Program Manager will implement programs that focus on meeting family needs for homelessness prevention, shelter diversion, emergency shelter, and transitional housing. Monitor the program objectives and completes program reports. This position provides a full range of case management for families who are at risk or have become homeless.
Community Relations:

Build and maintain positive community partner relations:
-
Build relationships with and regularly communicate with supporting agencies. Work in collaboration with other providers, school personnel, mental health professionals, and Department of Human Services.

Serve as an advocate for families with community service agencies.

Attend all meetings relevant to position, i.e., Social Service and housing meetings as needed

Create partnerships in the community that will facilitate positive outcomes for FP case management (landlords, employers, nonprofit partnerships, etc.)

Program Management:
-
Work with Executive Director, Board Committee, and other community and social service agencies to create and implement programs to enhance services and meet the needs of vulnerable families.

Work with Executive Director to deliver resources, referrals and workshops as needed related to employment, financial literacy and budgeting, food insecurity, housing plans and educational planning.

Effectively engage families to promote change to improve family functioning and overall home environment.
Case Management:
-
Provide case management to families. Assist families to obtain positive outcomes such as securing employment, increasing their earning potential, and securing and maintaining their housing.

Screen and assess eligibility for requested services for homeless families.

Lead the intake process for families: conduct intake interviews including talking with referral sources.

Conduct interviews with prospective families and develop individual weekly plans. Formulate, implement, evaluate, and revise goal-oriented plans.

Analyze guest situations, capabilities, and problems to determine services required to meet program needs of guests.

Develop and implement Family Promise orientation program for families with oversight from Executive Director.

Meet with families to monitor progress in securing housing, employment, and job training. Provide timely crisis intervention to ensure family success.

Assist guests with social service needs, referring them to other organizations as appropriate. Advocate with agencies for guests.

Assist with job applications and interview preparation, budgeting/financial coaching, getting families connected to necessary resources (daycare, counseling, educational programs, etc)

Develop a crisis/safety exit plan for the family.

Transition families from homeless to permanent housing. Finding housing for families by liaising with landlords and getting families ready as needed: debt repair, ensuring families can get utilities turned on in their name, etc.

Exercise judgment to intervene as an advocate for clients in emergency and crisis situations. Handle any issues/emergencies swiftly and compassionately.

Administrative:
-
Ensure procedures are documented and adhered to for all processes.

Keep accurate and up-to-date case files, collect all needed data for reporting, formulate daily contacts into database and meet all deadlines of documentation including assessments, action plans, crisis plans, monthly reports and evaluations.

Provide phone coverage for Family Promise during hours worked.

Be on-call for emergencies during off-hours as scheduled.

Safely transports clients as needed.
-
Maintains the database of volunteers, donors, and community partners.

Attend weekly staff and other meetings as requested. Assistance at fund raisers and special events as needed.

Other duties as assigned.
Accountability:
The Program Manager reports to the Executive Director
Qualifications:
-
Associate degree in social work, Psychology, Counseling, or related field is required.
-
One year of experience working with direct service related to employment placement, housing/shelter and/or family services with disadvantaged families is preferred.

Enthusiastic with a positive attitude. Displays good judgment. Takes initiative and helps families achieve outcomes. Must have a can-do, figure it out attitude.

Ability to make decisions and solve problems.

Must be detail oriented and execute projects in a fast paced, often pressured environment. Need strong planning and organizational skills. Ability to prioritize and handle multiple tasks simultaneously.

Strong interpersonal skills and ability to work with a wide range of people.

Establish and maintain productive and professional relationships with the Board of Trustees, guests, colleagues, and other community agencies.

Compassion and empathy for our guests and an ability to relate to individuals from many different racial, ethnic, religious and class backgrounds. Ability to maintain client confidentiality.

Proficient in computer programs and demonstrated record of tracking outcomes. Knowledge of basic computer software, electronic communication internet and social media tools.

Ability to operate a motor vehicle safely and obey traffic laws. Must have reliable transportation daily, a valid driver’s license, and required automobile insurance.
Other information:

Hours are flexible and a schedule will be developed with Executive Director
-
Schedule is expected to include at least one early evening per week. Occasional weekend hours based on the needs of the program.
